APPROVAL OF AGENDA
PUBLIC COMMENTS - At this time any person may address the governing
bodies on any subject pertaining to City business, which does not relate to any
item listed on the printed agenda.
Normally no action may be considered or taken by the governing bodies on
any matter not listed on the agenda.
Each speaker will be limited to three minutes on any single item with a
30-second warning and a total of five minutes per meeting. Per Resolution
97-527, business will begin at 7:45 p.m. and remaining public comments
continued to the end of the meeting.

REPORTS, REQUESTS AND COMMUNICATIONS
1.
RULES
AND PROCEDURES FOR COUNCIL MEETING - PLACEMENT OF AGENDA ITEMS
Recommended Action: Discuss the item and direct staff.
2. MODIFICATION TO THE PROCEDURES FOR PROCESSING ALLEGED CODE OF ETHICS VIOLATIONS
Recommended Action: Adopt the Resolution modifying existing provisions for the processing of alleged violations of the Ethics Code or provide additional direction to staff.
3. INCREASE IN CITY HALL CONSTRUCTION BUDGET
Recommended Action: Authorize additional funds in the amount of $512,000 for the construction budget for City Hall needed for increased scope and expenses due to change in contractor.
4. INDUSTRIAL AND OFFICE SPACE ATTRACTION STRATEGY
Recommended Action: Approve the Industrial and Office Space Attraction Strategy.
5. BUSINESS AND INDUSTRY INCENTIVE PROGRAM POLICY AND STANDARD OPERATING PROCEDURE
Recommended Action: Approve the Business and Industry Incentive Program Policy and Procedure.
Recommended Action: Approve a Council policy setting retreats conducted by a professional facilitator; and direct the City Manager to solicit proposals for a facilitator and return back to Council with a contract.
7. POLICIES TO DEFINE DIRECTION
Recommended Action: Discuss and provide direction to staff on the process to set Council policy.
