GENERAL PLAN ITEMS

*1.              OVERVIEW OF GENERAL PLAN UPDATE PROCESS

A description of the overall process of updating the General Plan:  from General Plan Advisory Committee to City Council hearings and approval.

*2.              GENERAL PLAN ADVISORY COMMITTEE (GPAC) RECOMMENDATIONS

The eighteen sites that GPAC recommended for approval of changes to the General Plan Land Use designations and zonings.  Attachment A lists all of the GPAC sites, and the land use and zone changes recommended by the GPAC Committee.

Site #3 - West of Adams Avenue at Valor Drive and south of Magnolia Street:  The applicant, Woodbridge Development, is requesting a change from Estate Residential 2 (ER-2) to Single Family 1 (SF-1: 5 DU/Ac.) for a 2.48-acre parcel.  The APN is 906-040-058.

Site #4 - East side of Jackson Avenue about 0.6 miles south of Murrieta Hot Springs Road:  Fieldstone Communities is requesting a change from Business Park (BP) to Single-Family 1 (SF-1 with MPO) on 14 acres of a 34 acre site.  The APN is 910-010-001.  This APN is part of Site #52, which takes precedence over this approval.

Site #6 - South side of Calle San Vicente between Via Galletas and Corte Gata:  The owner's representative, Markham Development Management Group, is requesting a change from Private Recreation (PR) to Open Space (OS) on a 10-acre parcel.  The APN is 948-060-005.

Site #7 - South of Keller Road and East Side of Leon Road (Sphere of Influence Area):  The owner's representative, Markham Development Management Group, is requesting a change from Rural Residential (RR) to Single Family 1 (SF-1:  5 DU/Ac.) and Estate Residential 2 (ER-2: 2 DU/Ac.) for the 163.57 acre site.  The APN's are 467-150-047, 467-150-048, 467-150-078, 467-160-013, 467-160-029, 467-160-030, 467-160-031, 467-160-032, 467-160-033, 467-160-034, 467-160-035, 467-160-036, 467-160-037, 467-160-039, 467-160-040, 467-160-041, 467-160-042, 467-160-044, 467-160-045, 467-160-046, 467-160-049.

Site #9 - North of Murrieta Hot Springs Road and east of Via Princessa:  The SCGA Golf Course is requesting a change from Private Recreation (PR) and Single-Family 2 (SF-2) to Multi-Family 1 (MF-1) and Private Recreation (PR) on 10.6 acres.  The APN's are 956-270-001 and a portion of 956-270-004. 

Site #12 - Southwest corner of Scott Road and Winchester Road (Sphere of Influence): The owner's representative, AEI CASC, is proposing City of Murrieta designations that closely match the land uses approved by the County for the Planning Areas (PA) in Specific Plan 310 (Domenigoni-Barton Specific Plan).  The APN is 467-060-018.

Site #20 - West of Serenade Ridge and Bear Creek Drive, and north of Twin Oaks Court:  The owner, Won S. Yoo, is requesting to change 2 acres from Open Space (OS) and Single Famiy 1 (SF-1; 5 DU/Ac.) to Estate Residential 1 (ER-1: One Acre Minimum Lot size).  The existing SF-1 parcel is one acre and a proposed lot line adjustment would add one  acre of the large Open Space area west of the site to make a two-acre residential parcel.  The APN's are 904-310-007 and 904-020-077.

Site #26 - North of Hunter Road and east of Skipper Road generally along Warm Springs Creek:  The Center for Natural Lands Management is requesting a change from Rural Residential (RR) to Open Space (OS) on 115 acres.  The APN's are 956-090-018, 019, 020, 021, 956-300-004, 956-481-018 and 956-130-025.

Site #32 - East side of Washington Avenue, between Guava Street and Fig Street:  GPAC Committee member, Dan Lovinger, is requesting a change from Special Industrial zoning to a commercial, industrial, light industrial, or business park zone.  The owner of APN 909-060-032, Buck Kemmis, and the owner of APN's 909-060-017, 041, 045 and 046, Terry Lovinger, are requesting a change from Special Industrial (SI) to General Industrial (GI: 0.4 Floor Area Ratio).  The ten (10) parcels in the request total 68.2 acres.  The APN's are 909-060-017, 028, 029, 031, 032, 033, 034, 045, 046 and 047.

Site #33 - West of Washington Avenue, north of Elm Street, and north and south of Guava Street:  GPAC Committee Member, Dan Lovinger, is requesting a change from Rural Residential (RR: 2.5 Acre Residential Lot Size) to Business Park (BP: 0.4 Floor Area Ratio) for 11 parcels totally 103 acres.  The owners of APN's 909-100-050 and 051, Gary and Patty Bruesch, owners of a kennel, made a separate request to change their zoning from RR to BP.  The APN's are 909-090-004, 028, 019, 020 and 909-100-005, 007, 017, 048, 049, 050 and 051. 

Site #36 - Northwest corner of Adams Avenue and Brown Street: Donald Vierstra requested a change from ER-1 and MU-3 to ER-2 for his 4.2 acre parcel.  The remaining five (5) parcels were added to this request by the City Council.  At a recent City Council meeting it was agreed that the split zoning should be reviewed by the General Plan Advisory Committee.  The six parcels total 30.2 acres.  The APN's are 909-180-006, 007, 012, 013, 014, and 015. 

Site #40 - Northeast corner of Washington Avenue and Guava Street:  Debbie Smith, the property owner, is requesting to change the zoning from RR (2.5 Acre Residential Lot Size) to Business Park (BP: 0.40 FAR).  Records show the property was previously zoned BP.  The APN for this site is 909-180-009. 

Site #41 - Northeast corner of Jackson Avenue and Fig Street:  The applicant, Advantage Consultants, Inc., is requesting a change from Business Park (BP) to Multi-Family 1 (MF-1).  The APN's for this site are 910-020-013 and 910-020-014.  This site is part of Site #52, which takes precedence over this approval.

Site #42 - Eastside of McElwain Road, at Delaney Circle:  The owner, Joseph Foley, is requesting a change from Business Park (BP) to Regional Commercial (RC) that would allow commercial development with a 0.5 Floor Area Ratio.  The request is to make this parcel consistent with the zoning for the other parcels that are included in "The Orchards", a commercial development west of Interstate 215.  The APN is 359-510-013.

Site #45 - North side of Rising Hill Drive, between Bahama Way and Bonaire Way.  The owner of APN 924-210-009 and broker for APN 924-210-010 at the time of the request, Jeff Compton, requested that the four (4) parcels be changed from SF-1 to Multiple Use - 3, which allows a mixture of civic/institutional, office retail, and residential for up to 40% of all the property zoned MU-3 in the City of Murrieta.  A representative for all four (4) parcels, Pacific Century Homes, is requesting the parcels be changed from SF-1 to Neighborhood Commercial (NC:  025 FAR).  According to their attorney, Alhadeff & Solar, LLP, Pacific Century Homes purchased two (2) parcels through Mr. Compton and is in escrow with the owners of the other two (2) parcels.  The APN's are 924-210-009, 010, 013 and 014.

Site #50 - West of Jefferson Avenue and south of Lemon Street:  Neil Farr made the original request after discussions with his neighbors about changing the zoning from ER-2 to a commercial designation.  A petition dated February 22, 2005 with 23 of the 29 property owner signatures was given to staff on March 7, 2005.  The APN's for the 29 parcels are 906-050-002, 010, 011, 012, 013, 018, 026, 028, 029, 030, 031, 032, 033, 034, 035, 036, 037, 038, 040, 041 and 906-060-023, 024, 025, 026, 027, 028, 031, 032, and 057. 

Site #51 - Southwest corner of Fig Street and Jefferson Avenue:  This request is from City staff to change a 6-acre parcel from General Industrial (GI) to Multiple Use - 2.  This parcel is part of a 16.32 acre Development Plan site currently being processed by the City.  The APN for this parcel is 909-060-010. 

Site #52 - South of Murrieta Hot Springs Road, north of Date Street and east of Interstate 15:  This request is from City staff to change the zoning of twenty five parcels from Business Park (BP) to Professional Commercial (PC) and Community Commercial (CC).  The site is approximately 122 acres.  The request is based on future planned changes to streets in the City of Murrieta and the City of Temecula, the addition of a freeway interchange near Interstate 15 and Date Street and the realignment of Jackson Avenue.  The APN's are 910-020-013, 015, 031, 044 and 910-060-001, 002, 003, 004, 006, 007, 008, 009 and 910-090-004, 005, 006, 007, 009, 011, 014, 015 and 910-100-001, 010, 005 and 006.

*3.              CIRCULATION ELEMENT

A presentation on four (4) proposed land use/zone changes from the sites listed above that could significantly impact the Circulation Element.  Those changes are related to forecasted traffic volumes from the most recent traffic model.  Additional changes are proposed due to planning decisions that affect the City's Circulation made by neighboring agencies, specifically Caltrans, the County, and the Army Corps of Engineers.

*4.              TEXT CHANGES TO THE LAND USE, CIRCULATION, AND ECONOMIC DEVELOPMENT ELEMENTS OF THE GENERAL PLAN

An opportunity to ask questions about the proposed text changes to these General Plan Elements being recommended by the General Plan Advisory Committee.

*5.              NEXT STEPS

Discussion of the remaining steps necessary to complete the General Plan Update.
