NOTICE AND CALL OF SPECIAL MEETING

 

NOTICE IS HEREBY GIVEN that the Presiding Officer of the Legislative Bodies of the City of Murrieta called Special Meetings of the Murrieta City Council, Murrieta Redevelopment Agency, Murrieta Community Services District and Murrieta Fire District to be held at the time and place listed to consider the following matters:

APPROVAL OF CONSENT CALENDARS: CITY COUNCIL ITEMS 1-8; REDEVELOPMENT AGENCY ITEM 9; COMMUNITY SERVICES DISTRICT ITEMS 10-15; AND FIRE DISTRICT ITEM 16.

(All matters listed and marked with an asterisk (*) on the Consent Calendar are to be considered routine by the governing bodies, and will be enacted by one motion in the form listed.  There will be no discussion of these items unless, before the governing body votes on the motion to adopt, specific items are removed from the Consent Calendar for separate motions.)

CONSENT CALENDAR

*1.              REGISTER OF DEMANDS

Recommended Action: Approve the Register of Demands in the amount of $799,663.90 through December 2, 2003.

*2.              TREASURER'S REPORT

Recommended Action: Receive the summary of investment transactions for the month ending November 30, 2003.

*3.              REPLACEMENT OF COMPUTER SYSTEMS

Recommended Action: Approve the purchase of replacement computers for the Building Department in the amount of $7,500 from the Building equipment replacement fund.

*4.              CONTRACT FOR PREPARATION OF ENVIRONMENTAL DOCUMENTS FOR REALIGNMENT AND ROAD IMPROVEMENTS FOR LOS ALAMOS ROAD (02-152)

Recommended Action: Authorize the City Manager to execute the contract with Tom Dodson and Associates for the preparation of environmental documents in accordance with the California Environmental Quality Act (CEQA) for the south side improvements of Los Alamos Road.

*5.              AGREEMENT WITH SHUTE, MIHALY & WEINBERGER FOR MONITORING OF SDG&E'S VALLEY RAINBOW PROJECT

Recommended Action: Authorize the City Manager to execute the Agreement with Shute, Mihaly & Weinberger in an amount not to exceed $30,000 to monitor the San Diego Gas & Electric Valley Rainbow Project.

*6.              DECLARE VEHICLE FOR SURPLUS AND AUTHORIZE TITLE TRANSFER TO ANIMAL FRIENDS OF THE VALLEYS (AFV)

Recommended Action: Declare the 2000 Ford Cargo Van as surplus property and authorize the City Manager to transfer title to Animal Friends of the Valley (AFV).

*7.              AWARD OF CONTRACT FOR CITY PROJECT NOS. 8031 AND 8032; TRAFFIC SIGNAL INSTALLATION AT MADISON AVENUE NORTH AND MADISON AVENUE SOUTH BETWEEN LOS ALAMOS ROAD AND MURRIETA HOT SPRINGS ROAD

Recommended Action: Award the contract to Sierra Pacific in the amount of $169,374 for the installation of two (2) new traffic signals with fiber-optic, located at Madison Avenue North and Madison Avenue South between Murrieta Hot Springs Road and Los Alamos Road.

*8.              BALLOT FOR STANDBY CHARGES BY MURRIETA COUNTY WATER DISTRICT/MWD

Recommended Action: Vote No on the water standby charge being proposed by Murrieta County Water District and the Metropolitan Water District.

REDEVELOPMENT AGENCY

*9.              REGISTER OF DEMANDS

Recommended Action: Approve the Register of Demands in the amount of $4,667.71 through December 2, 2003.

COMMUNITY SERVICES DISTRICT

*10.          REGISTER OF DEMANDS

Recommended Action: Approve the Register of Demands in the amount of $296,136.66 through December 2, 2003.

*11.          ACCEPTANCE OF LANDSCAPE IMPROVEMENTS FOR A PORTION OF LOTS 32-39 IN TRACT 29111 AND A PORTION OF LOTS 9, 31-36 IN TRACT 29111-1, CLARENDON HILLS, LOCATED IN ROAD RIGHT-OF-WAY

Recommended Action: Accept the landscape improvements for a portion of Lots 32-39 in Tract 29111 and a portion of Lots 9, 31-36 in Tract 29111-1, Clarendon Hills, located in road right-of-way and direct the Murrieta Community Services District to commence maintenance of the landscape associated with these parcels.

*12.          ACCEPTANCE OF A PORTION OF LOTS 9, 10, 69, & 87 OF TRACT 29026, PORTION OF LOTS 1-4 & 22-24 OF TRACT 29717 AND AREAS LOCATED IN ROAD RIGHT-OF-WAY OF TRACT 29026 FOR LANDSCAPE MAINTENANCE

Recommended Action: Accept the landscape improvements for a portion of Lots 9, 10, 69 & 87 of Tract 29026, Portion of Lots 1-4 & 22-24 of Tract 29717 and areas located in road right-of-way of Tract 29026, Fallsgrove I & II, and direct the Murrieta Community Services District to commence maintenance of the landscape associated with these lots and recordation of appropriate documents.

*13.          ACCEPTANCE OF LOT 38 OF TRACT 23627-1, LOT 65 OF TRACT 23628-2 AND A PORTION OF LOT 76 TOGETHER WITH LOT 109 OF TRACT 23627 FOR LANDSCAPE MAINTENANCE

Recommended Action: Accept the landscape improvements for Lot 38 of Tract 23627-1, Lot 65 of Tract 23628-2, and a portion of Lot 76 together with Lot 109 of Tract 23627, Vintage Reserve, and direct the Murrieta Community Services District to commence maintenance of the landscape associated with these parcels and recordation of appropriate documents.

*14.          ACCEPTANCE OF LOTS G, H & I AND AREAS LOCATED IN ROAD RIGHT-OF-WAY OF TRACT 29331 FOR LANDSCAPE MAINTENANCE

Recommended Action: Accept the landscape improvements for Lots G, H, & I and areas located in road right-of-way of Tract 29331, Rutherford Pointe, and direct the Murrieta Community Services District to commence maintenance of the landscape associated with these parcels and recordation of appropriate documents.

*15.          REQUEST TO EXPAND THE SCOPE OF WORK AND INCREASE THE FUNDING ALLOCATED TO LSA ASSOCIATES, INC. FOR THE LOS ALAMOS HILLS SPORTS COMPLEX AS NECESSITATED BY THE CONSTRUCTION PROGRESS

Recommended Action: Authorize staff to expand the Scope of Work and increase the funding allocated to LSA Associates, Inc., in the amount of $9,930 ($9,030 plus 10% contingency) , for the Los Alamos Hills Sports Complex as necessitated by the construction progress.

MURRIETA FIRE DISTRICT
