Recommended Action: Approve the Register of Demands in the amount of $1,130,194.68 through August 19, 2003.

*4.              TREASURER'S REPORT

Recommended Action: Receive the summary of investment transactions for the month ending July 31, 2003.

*5.              RESOLUTION APPROVING FINAL TRACT MAP 29923, A 55 LOT PRIVATE RESIDENTIAL SUBDIVISION MAP AND ASSOCIATED AGREEMENTS, ON PROPERTY LOCATED NORTH OF LEMON STREET, EAST OF ADAMS AVENUE AND WEST OF JEFFERSON AVENUE (KEYSTONE MURRIETA 55, LLC)

Recommended Action: Adopt the Resolution approving Final Tract Map 29923 and associated agreements.

*6.              RESOLUTION ACCEPTING THE RIGHT-OF-WAY OF LOTS "A" AND "B" AND CONDITIONS OF PARCEL MAP 11124 FOR ROAD AND PUBLIC UTILITY PURPOSES

Recommended Action: Adopt the Resolution accepting the Right-of-Way of Lots "A" and "B" and conditions of Parcel Map 11124 for Public Road and Utility Purposes.

*7.              AGREEMENT WITH PYRO SPECTACULARS, INC. TO PROVIDE FIREWORKS DISPLAY AT THE CITY'S 2004 BIRTHDAY CELEBRATION

Recommended Action: Approve the Agreement with Pyro Spectaculars, Inc., in the amount of $8,000 to provide the fireworks display at the 2004 City Birthday celebration.

*8.              ROAD AND DRAINAGE IMPROVEMENT AGREEMENT FOR TRACT 28903 (OFFSITE VINEYARD PARKWAY)

Recommended Action: Approve the Road and Drainage Improvement Agreement with Grenhill Development Corporation in the amount of $159,500 for offsite improvements on Vineyard Parkway, Tract 28903.

*9.              DEVELOPMENT IMPACT FEE REIMBURSEMENT AGREEMENT WITH THE COUNTY OF RIVERSIDE FOR PERMITS ISSUED AFTER JANUARY 1, 2002 IN MURRIETA HOT SPRINGS ANNEXATION AREA

Recommended Action: Approve the Development Impact Fee (DIF) Reimbursement Agreement between the City of Murrieta and the County of Riverside and authorize the Mayor to execute the Agreement.

*10.          CHANGE OF LIBRARY ASSOCIATE PART TIME POSITION TO FULL TIME

Recommended Action: Approve the change of the Library Associate position from part-time to full-time with the increase of $37,000 to be taken from Contract Employees ($12,000) and from the additional property taxes ($25,000).

*11.          PRINTER REPLACEMENT FOR THE PLANNING DEPARTMENT

Recommended Action: Approve the replacement of the network printer in the Planning Department at a cost of $1,485.

PUBLIC HEARINGS

 12.            APPEAL OF PLANNING COMMISSION APPROVAL OF VESTING TENTATIVE TRACT MAP 29820 AND DEVELOPMENT PLAN 02-478 (CONTINENTAL HOMES) FOR 159 CONDOMINIUM UNITS LOCATED ON THE EASTSIDE OF ADAMS AVENUE, SOUTH OF IVY STREET

Recommended Action: Deny the Appeal and Uphold the Planning Commission's approval of Vesting Tentative Tract Map 29820 and Development Plan 02-478.

*17.          ACCEPTANCE OF A PORTION OF LOTS 22-25 OF TRACT 29397 FOR LANDSCAPE MAINTENANCE

Recommended Action: Accept the landscape improvements for a portion of Lots 22-25 of Tract 29397, Old School House, and direct the Community Services District to commence maintenance of the landscape associated with these lots and recordation of appropriate documents.

*18.          ACCEPTANCE OF A PORTION OF LOTS 1, 32, 33, 39-46 OF TRACT 23628-2, A PORTION OF LOT 1 OF TRACT 23627-1 AND A PORTION OF LOTS 157 AND 162 OF TRACT 23626 FOR LANDSCAPE MAINTENANCE

Recommended Action: Accept the landscape improvements for a portion of Lots 1, 32, 33, 39-46 of Tract 23628-2, a portion of Lot 1 of Tract 23627-1, and a portion of Lots 157 and 162 of 23626, Vintage Reserve, and direct the Murrieta Community Services District to commence maintenance of the landscape associated with these parcels and recordation of appropriate documents.
